ASEAN and India’s enthusiasm to revitalise their economic linkages through business-to-business and business-to-government cooperation was apparent at the 2nd ASEAN-India Business Council (AIBC) meeting held yesterday in New Delhi. The Council provides a platform for the private sector to dialogue with policy makers and tackle issues affecting the private sector of both sides in doing business in ASEAN and India.

Addressing the AIBC, Minister of Trade of Indonesia and Chair of AEM, Mari Elka Pangestu, stressed that the level of complementation between ASEAN and India is very strong. ASEAN and India Economic Ministers, she affirmed, were ready to engage with the private sector.

India’s Minister of Commerce and Industry Shri Anand Sharma suggested that AIBC focuses on six priority sectors: (i) information and communication technology (ICT); (ii) agriculture and crop diversification; (iii) infrastructure; (iv) collaboration in SMEs development; (v) food security; and (vi) innovation and training.

Meanwhile, the Secretary-General of ASEAN, Dr Surin Pitsuwan, said it was vital for the AIBC to play the role of mediator between the government and private sector. The Secretary-General was optimistic that ASEAN and India’s commitment and collective efforts will bring the US$ 70 billion goal of ASEAN-India trade in 2012 envisaged by India’s Prime Minister Manmohan Singh to fruition.

Last held in 2005, the re-activation of the meeting will further support the ASEAN-India Free Trade Agreement. The Trade in Goods Agreement under the FTA came into force on 1 January last year and has since provided both sides with cheaper goods and better market access in the goods sector, thanks to duty-free trading of over 90% of the products.

The AIBC deliberated on the progress in ASEAN-India trade, in particular the progress of the FTA. They agreed to look into the implementation of the ASEAN-India Trade in Goods Agreement and highlight to the policy makers on the issues faced by the businesses in utilising the agreement. They also agreed to provide inputs to the ongoing negotiation of the trade in services and investment agreements under the FTA.

The AIBC underscored the importance of consultation between the ASEAN Economic Ministers and AIBC as well as between senior economic officials meeting. They agreed to request for consultations with the two bodies in due course through the ASEAN Secretariat. The AIBC also expressed its interest to engage the ASEAN Directors-General of customs.

The 2nd ASEAN-India Business Council meeting was held in conjunction with the India-ASEAN Business Fair and Business Conclave.
